People like you get politicians to the point of thinking about suspending the contribution to the Schengen agreement. It clearly states, that you have to apply for a visa in the country you are planning your predominantly stay. If everybody just disregards the provisions of the Schengen agreement it could easily happen that the agreement will be terminated, and each European country will request its own visa for entrance of foreigners.
If it’s a tourist visa it shouldn’t matter at all. A Schengen visa is valid for all Schengen member-countries, and it doesn’t matter which country issued the visa, as they all have the same requirements. However, Italian immigration may ask you why you got the visa from Austria if you’re only gonna be in Italy.
